Otter Tail Partnership Reaches Milestone

PCA has been serving in a safety, environmental, and construction oversight capacity on a project with Otter Tail Power Company for the last year. Our inspectors have been involved in every step of the construction process (seen below), traveling with crews along the route as each portion of the line is completed. Currently, all foundations are complete, about 75% of structures are set, and about half of the wire has been pulled.

Big Stone South to Ellendale is a 345kV transmission line project that will extend 160-170 miles from the Big Stone South Substation near Big Stone City, South Dakota, to the Ellendale Substation near Ellendale, North Dakota. Otter Tail Power Company and Montana-Dakota Utilities Co. own this project that’s estimated to cost $293 million to $370 million. The project is slated to be completed next year.

BSSE is an excellent example of community relations regarding utility construction, allowing the public access to project information with real time updates on completion progress. Both utilities worked together to provide the neighboring areas with information regarding how it will affect power as well as informing the public on the construction process. Construction Process:
1. Survey structure locations
2. Auger holes and pour foundations
3. Assemble structures on the ground adjacent to the holes and foundations
4. Lift structures and place in holes or on foundations
5. String conductors
6. Restore right-of-way and energize line
